Strategic Transformation for a Regional GCC Utilities Player
Leading Regional Utilities Company
Utilities / Power & Water
Strategy Development, Strategy Execution, and Process Alignment

The Challenge
Utilities companies in the GCC face mounting pressures from 7% annual growth in demand for power and water, high per capita consumption, and the urgent need to diversify from oil and gas for future sustainability. Meeting these challenges requires a clear strategy that balances supply with growing demand while ensuring operational efficiency.
A leading regional utilities player recognized the need for a strategic transformation to clarify its vision, objectives, and priorities. The organization faced complexities in aligning business units, processes, and projects to a unified strategy, making effective execution a critical priority.
Our Approach
Caliber Consulting partnered with the organization to define, align, and implement its strategic transformation.
The engagement began with in-depth internal and external environmental scans, followed by a series of senior leadership workshops to clarify the group’s strategy, vision, and objectives.
To drive implementation, a Strategy Execution Office (SEO) was established with three core responsibilities:
- Monitor and improve strategy progress through performance measures and KPIs
- Drive execution of strategic projects, ensuring timely delivery
- Anticipate obstacles and risks, proactively managing change and implementation challenges
With support from the SEO, the strategy was cascaded across all business units, ensuring alignment and synchronization. Core processes were reviewed, re-engineered, and rationalized where needed to enable efficient execution of strategic objectives in power and water generation, transmission, and distribution.
The Impact
The strategic transformation strengthened the organization’s ability to implement complex, cross-functional strategies. Leadership gained clear oversight of strategic progress, business units were aligned to corporate priorities, and processes were optimized to support effective strategy execution.
By integrating strategy, execution, and process alignment, the organization was positioned to deliver sustainable growth and operational excellence in a rapidly evolving utilities market.
